I'm a bit new to 3d. If I wanted to render pic related, what would be the best way of going about it?

The image was produced sometime around the late 90's, so I assume it would be a lot easier to reproduce in this day and age?

You can model man-made objects in any 3D program. Consider 3ds Max or Maya for this task.

You need to be a bit more specific, m8. What exactly do you want to know? because if your answer is everything (modeling, texturing, UVW...) then how are we supposed to help you ?

You're pretty much asking how to do everything a 3D artist has to do, except animation. The only answer I can think of is "go spend a couple of years learning how to be a 3D artist"
