I have a portable ac unit, like pic related, and I'm looking for the best ways to fill the gap left by the exhaust hose going out the window. The window gap is about 8" x 36". Right now, I just have some foam material held in place by gorilla duct tape, but that's not the best solution against the elements/bugs.

I personally like to use painters tape for taping up AC units. It's very water proof, stands up to the weather for years, and won't ruin your walls when you remove it. Tho why is this even a question OP? Just buy a small piece of plexiglass and cut a hole for the vent hose.

I was thinking that too, but I wanted to know if anyone had any better solutions.

Post a pic of the gap in the window or it's going to be tough for anyone to suggest anything worthwhile.

I used cardboard cut to fit tight.

For the cover itself I would use coroplast. It's the stuff that Political Campaign median signs are made out of. It's dirt cheap and easy to cut.
You can seal the edges with Aluminum tape which is more waterproof than any other tape you can get that won't leave residue. It also won't degrade when exposed to sunlight.

The proper kit that came with the unit would be best. Most sell a replacement kit...
