No. The load on the motor is almost entirely from running the blade; the blower for dust collection (because, you know, dust collection on miter saws is worth shit, of course) is negligible.

Without anywhere for the air to leave the bag except the way it came in, however, you're going to make the dust collection even worse than it already is.

Its fine. Just about any fairly tight weave cloth sack will be better than a plastic bag though. In our woodshop we had a few made out of old t-shirts and they worked okay.

Later we cobbled together a shop-vac into a dust collection system. It was easy to DIY out of PVC and some flexible pipe. We also wired up a custom switch controlled extension cord that the vac was plugged into. We had multiple switches around the shop near most of the tools so you could turn it on and off from anywhere. Worked like a charm.
