I need some help.
Can someone explain to me how I can create this glowing effect behind the letters? I'm not exactly the best at photoshop to figure it out.
What I'm trying to do is a replica of that logo, so I can use it in other pictures.

I'm not the best at photoshop either, but you could just draw various sized triangles to create depth, and then go to Filter > Blue > Gaussian Blur / Motion blur, and experiment that way.

It's mainly about layers in photoshop. You can fade the color/shape, but you also have you make sure that the glow is behind the object (the letters in this case) but in front of the background (the seal) in order to go this specific effect

The Agents of C.I.A. have an Outter Glow around them. When you type in the text it should come up as it's own layer. Click the "fx" symbol at the bottom of the layers palette and select outer glow. Play around with that. Make a new layer. Click on gradient tool. Select Foreground to Transparent and select the diamond shape. Start in the middle of the area and drag the line outward.

Here's a quick one I made in 5-10 minutes. It's not exactly the same as the one in your image. First off you need the logos and the font I used was BankGothic.

I added strokes around the text and set the fill to a gradient. For the glow I just quickly drew in with the paint brush, added a gaussian blur and the dodge/burn tool around the edges. Then I drew a straight line in a lighter blue, and used free transform to make it thinner and stretch it, then added a blur and outer glow.

I've not really described it well but I hope it helps, if not feel free to use mine.
