as for some abstract author - he should be at good command of narrative
i mean he should be accurate and informative so that readers could recreate everything omitted
so every word is loaded with content and latent assessment
however it's always author's talent of expression that makes any prose great
so it depends

as i see it, a plot-driven story is eventful and set in several 'time-places'
salinger's stories are basically dialogs in one or two "time-places' barely having any action

It needs to be good enough to expand beyond its length. It needs to have the moral and psychological impact of a full length book in the size of a short story. Some say short stories are harder to write than full novels for thos reason, because you dont have a whole book to lay things out. However it could also be said that short stories are just full stories that dont need length to be expressed.
