If you want detail, quality and articulation, go with the Figma. The face isn't great, but it's not as bad in person as a lot of the super zoomed in photos make it look. The Hasbro is better if you just want a cheap figure to fit in with the rest of your collection.

That pose from the Fwoosh is terrible. I like my Figma Thor but I'd say he's more of a $40 figure rather than the $60+ I paid for him. An alternate wind swept hair piece would be better than the articulated hair parts that we got that pop off too easily. I don't have Hasbro Thor but mainly because I didn't think he was worth $20 with tax. That said, Figma Iron Man has been delayed.

Do you want a $10 figure that sells for $20 or a $40 figure that sells for $60? They're both overpriced for what you get. The Figma is the better of the two, but it's just a question of how much you're willing to drop, because neither of them are worth their asking prices. Unless you're specifically looking for a MCU Thor, I'd look into other Thor figures.

Judging by those poses, it doesn't even look like the Figma is more poseable as the less articulated Marvel Select, which also have superior sculpts.
